I doubt a tulpa will be smarter than the host. They'll all have equal access to the same mental functions, it just depends on how they use them to make them seem smarter

it's also in theory possible for tulpas to form their own memories completely separate if the host is able to go dormant but the host should also be able to figure out how to access the tulpas memeories if that's the case

Well until you have done any sort of testing it is best to assume that heraclitus is simply good at figuring out that sort of thing
